Transcript of the parole hearing for Otto P. Higgins, Inmate #55996-L, before the Judge T. Webber Wilson. Wilson questions Higgins about his crime of income tax evasion, his work and personal history, and his plans for work should he be paroled. The transcript notes that the district attorney believes Higgins remains a "menace to society" and recommends against parole, but Judge Collet says Higgins should be "treated as anyone else who does not have a previous bad record." Higgins, the former director of the Kansas City Police Department, was sentenced to two years in the United States Penitentiary at Leavenworth on charges of income tax evasion.
